  • " Amending the Constitution ... ": Here's what Article V says about amending the Constitution:
The Congress, whenever two thirds of both Houses shall deem it necessary, shall propose Amendments to this Constitution, or, on the Application of the Legislatures of two thirds of the several States, shall call a Convention for proposing Amendments, which, in either Case, shall be valid to all Intents and Purposes, as part of this Constitution, when ratified by the Legislatures of three fourths of the several States, or by Conventions in three fourths thereof, as the one or the other Mode of Ratification may be proposed by the Congress.

Note, the President doesn't get a vote in the amending process. In Hollingsworth v Virginia (3 USC 378 [1798]), the Court wrote (in a footnote): "The negative of the President applies only to the ordinary cases of legislation: He has nothing to do with the proposition, or adoption, of amendments to the Constitution."

I hope the second line refers to the first line.

    Catchy Caption of the Day

    Actual Caption:

An employee shows with a page depicting a Snowy Owl, from John James Audubon's book 'Birds of America' during a photocall for the Frederick, 2nd Lord Hesketh collection, at Sotheby's auctioneers in London. The book sold for a record 7.3 million pounds [$11.5 million].

Oh, well, if it hadn't been owned by the 2nd Lord Hesketh it would have sold for, like, a buck-thirty-seven.
